He earned his Bachelor's degree in Physical Education from the University of Toronto in 1948, playing varsity football while he attended school. He started his career at Ryerson in 1949, when he was hired by Howard H. Kerr. After graduation he also spent 5 years playing for the Toronto Argonauts football team, winning two Grey Cup championships in 1950 and 1952. While at Ryerson, Toogood coached the Ryerson Rams football and basketball teams and led the football team to the overall championship in 1958. He played a central role in Ryerson's induction into the Intercollegiate Intermediate League in 1957. In 1958 he earned his MSc from the University of West Virginia.
He left Ryerson in 1960 and began teaching physical education at Burnamthorpre Collegiate, before becoming the Athletic Director at Etobicoke Collegiate, where he remained for 20 years. After his retirment in 1985, Toogood served as a Municipal Counsellor in Honey Harbour, Ontario. Toogood and his 1958 championship team were inducted into the Ryerson Athletics and Recreation Hall of Fame in 2005 and 2011, respectively.
