Historia

William Archibald Mackintosh was born in Madoc, Ontario in 1895. He attended Queen's University, earning his M. A. in 1916 and went on to Harvard University, where he interupted his studies to teach at Brandon College in Manitoba between 1917-1919, and afterward returning to Harvard to earn his PhD in 1922. The same year he joined the Economics Faculty at Queen's University as a professor. In 1939, at the beginning of WWII, Mackintosh was recruited to Ottawa. He acted as the Special Assistant to the Deputy Minister of Finance; the Director of Research in the Department of Reconstruction between 1944-1946; and as acting Deputy Minister of Finance in 1945. He was also the principal author of the White Paper on Employment and Income, which mapped out Canada's postwar economic strategy. He returned to Queen's in 1946, where for five years he simultaneously held the positions of Head of the Department of Political and Economic Sciences, Director of the School of Commerce and Administration, Dean of Arts, Vice Principal of the University, and Professor. In 1951 he became the 12th Principal of Queen's University, the first that was a Queen's graduate, and first to be chosen from within the University. He held this office until his retirement in 1961, but retained the post of Vice-Chancellor until 1965. William Mackintosh died in 1970. His personal papers are held in the Queen's Archives.
